This makes me think of Christians who are being persecuted today .what a terrible thing it must be to know that you're going to be beheaded. But this verse reminds us that they can only kill our bodies they cannot take our souls. So to be absent from the body is to be present with the Lord. Amen .

I agree Su, it is very difficult but what the Bible commentaries seem to suggest is that it is referring to God's sovereignty over all the earth. If you have a study Bible with commentaries it may help to bring a little clarity but even some of those differ, so I don't think it is perfectly clear. Personally, I use the Bible versions and commentaries that can be downloaded free from e-sword.net. I have recently redone my computer and have not fully downloaded all the options I normally have from that program but I find it very helpful, and once you download them you don't even need internet access to use them as they are on your hard drive.
