This verse shows the intent and desire of our God's heart, to give us peace and contentment. Much of the rest of the chapter is stating what their (and our) fate will be if they/we refuse His counsel, and become stiff-necked, determined to go our own way. It grieves Him to have to punish us, but for our own sake, He must correct us so that we learn wisdom.

I really love the intent of this verse: maintain an awe, a reverential fear of God, and treat each other fairly, not taking advantage of any, no matter that they could not protect themselves, because God will hold us accountable for the way we treat each other.

The Lord is now our light, and we are to keep ourselves focused on our Light continually. God knew that the Israelites would need these lamps being kept burning continually to help keep their hearts and minds focused on their God.
