The Lord always, eventually brings judgment upon anyone who comes against His people, in this case the Philistines. Gen 12:2-3  And I will make you a great nation. And I will bless you and make your name great. And you shall be a blessing. (3)  And I will bless those that bless you and curse the one who curses you. And in you shall all families of the earth be blessed. 

According to all the commentators, the waters here are people, and reading vs 3 at the sound of the hooves of galloping steeds, at the noise of enemy chariots and the rumble of their wheels. Parents will not turn to help their children;their hands will hang limp. I'm guessing that's the case. It looks like the Philistines number came up and it's time for their destruction, and the verbiage here indicates that it was just that. The people were so fearful they left their children behind and fled for their lives. But I see this also as an indication of how agregious their sin had become that their hearts were so hardened that they COULD go off and leave their children. Your Heart would hafta be REALLY hardened to just leave your kids behind for at best death and much worse to be captured as slaves for these evil enemies. I see that this same group of people (Philistines/Palestinians) are ganging up on Isreal and their number is gonna be up real soon too. Papa God, please continue to watch over Your people and bring them victory that every one on earth will see that it could only be You, and force them to a place of accepting of rejecting You, but no longer sitting on the fence regarding You.

This verse reminded me of Moses' Exodus from Egypt and how God parted the Red Sea so the Israelites could cross over on dry ground and the closed it up behind them to swallow up the Egyptians that pursued them

This is what the Lord says: "see how the waters are rising in the north;( refering to Nations rising in the North) to they will become an overflowing torrent. They will overflow the land and everything in it, the towns and those who live in them.( I see this verse as leading up to the Day of the Lord Babylon the Prostitute on the Beast Revelation 17:1 One of the seven angels who had the seven bowls came and said to me, Come , i will show you the punishment of the great prostitute, who sits by many waters (Nations) with her the kings of the earth committed adultery, and the inhabitants of the earth were intoxicated with the wine of her adulteries. Gods Judgement. Revelation 13:7-9 The (beast) was given power to wage war against God's holy people and to conqure them. And it was given authority over every tribe, people , language, and nation. All inhabitants of the earth will worship the beast- all whose names have not been in the Lambs book of Life, the Lamb who was slain from creation of the world. (9) Whoever has Ears let them Hear. The people will cry out; all who dwell in the land (Nations) will wail. Amen
