On the contrary:

"If your enemy is hungry, feed him;
if he is thirsty, give him something to drink.
In doing this, you will heap burning coals on his head."

The Lord which is longsuffering to all, in hopes they may come to repentance through Jesus Christ, teaches us how to submitt as His vessel for this purpose. We can see the enemy is a person without and in need. We are too love them as we love ourselves and Love them as Christ loves us. In so doing it the Way of the Lord, it changes the entire situation. There will be victory in Christ Jesus and Glory to the Heavely Father. Then we shall always be at peace. Unlike when we do it in human nature. we may not give to fill their need, we may watch them die of lack, we may throw stones at them, and we may continue the friction of envy and strive. In this, no man shall gain and there isn't any Glory to the Heavenly Father.

Really Lord? You expect me to have the same unconditional love for my enemies that You exhibited when you went to the cross? How can I do that I am only human You are God? With God's help all things are possible that is why He gave us prayer as a communication with Him. Pray for your enemies, it might not be easy but neither was the cross!

So true Lois. Can you imagine someone outside of Christ, say a gang member praying for a member of another gang. Not going to happen but I pray daily for those outside of Christ to be brought into the fold. I pray too for God to open the eyes of those who want to destroy democracy and take away our freedom to worship Christ.
