Then I said to them, "You see the trouble we are in: Jerusalem lies in ruins, and its gates have been burned with fire. Come, let us rebuild the wall of Jerusalem, and we will no longer be in disgrace."

Nehemiah didn't criticize or point a finger at the leaders. He pointed out the obvious and made himself a part of it. He joined them in the situation therefore allowing him to put forth his solutions. He made himself a leader but not by setting himself apart but by simply being a part. This allowed him to get Gods plan moving forward with their help as a team. A leader is not about being a dictator it's about being an example.
