God's words will be spread to everyone, some will receive them and understand, some will receive but cannot understand. Jesus using parable to make the words from God more acceptable and those who have holy spirit inside will receive and understand. But he still worried about us, someday, those who receive but not understand might turn to him, understand the words and be forgiven. Another reason he use parable is to make sure the accuracy of his words, and wont change a lot during spread.
