It may as well be a rhetorical remark about the "dead" refers to the spiritully dead.the point is that the world can take care of life and death matters but we must prioritize ministry. The propble with the one that wanted to go bury his own which is normal to us but what Jesus was saying was we do not have proper urgency when it come to taking care of the things of God.These improper actions of ours cause us to miss great opportunities of invesments.
