They must not exchange it or substitute a good one for a bad one, or a bad one for a good one; if they should substitute one animal for another, both it and the substitute become holy.

An offering to the Lord is holy in itself because God makes all things good; if an animal is stated to be "bad" but is substituted for a "good" one, then both will become holy. We should offer up our body as a living sacrifice in order to do His will and make every brother and sister in the land holy. God does not delight in sacrificing another being or animal because He wants us to sacrifice what you have been given.
