God is long-suffering. But, we shouldn't take that for granted. Moses had a heart for the Israelites; like Jesus has for all the world. We are a stiff-necked people, stubborn and selfish and not trusting in God. Here, Moses is taking it upon himself to appeal to God to make atonement for the sins of the Israelites. This is a typology to how Jesus made and atonement for the sins of the world.
