Their customs are different from those of all other people, and they do not obey the king's laws; it is not in the king's best interest to tolerate them.

A half truth is the same as a lie. Perhaps the king should have investigated further to see that yes the Jews were among his people and did have laws of their own but that these laws did not interfere with them obeying his laws and that they actually helped them be more productive citizens.
